FARM Components

To achieve its goals, FARM will provide assistance through two main components – Extension Component (ProMech) and Grant Fund (ReMech).

Extension Component (ProMech)

Support to the agricultural extension network development in Ukraine is one of the focus areas of the FARM Program. Extension is viewed as an important element of the agricultural reform that drives and influences change.

FARM's Extension Services

This component supports the development of agricultural extension services in four target oblasts:

Agricultural Extension Services created by FARM in the 4 Oblasts are independent institutions working in close collaboration with agricultural research and educational institutions, producer associations and rural communities. They are equipped with all necessary facilities and staffed with teams of professionals with expertise and experience in the agricultural industry.

National Association of Agricultural Advisory Services

In the framework of providing national assistance to Ukraine’s extension system, FARM supports the National Association of Agricultural of Advisory Services of Ukraine through core funding and support to a number of demand-driven ‘train-the-trainer’ programs and seminars. These activities promote the Associations role as the national training and coordination hub for extension services from across Ukraine.

Grant Fund (ReMech)

The Grant Fund was established to support individual projects that address issues and contribute to achieving results under FARM’s main areas of activities in Ukraine.

Open to organizations from across Canada and Ukraine, FARM supports applications from strong, innovative organizations that are currently directly or indirectly involved in the agriculture sector. A set of eligibility criteria has been established for interested parties and a list of the main ones are below.

  • Project should deliver sustainable results that contribute to achieving the overall goals and objectives of the FARM Program within a specified time frame and budget.
  • Project goals and objectives of each grant project must include developing one or more of the project three main areas, namely – Institutional Capacity, Agricultural Extension and/or Civil Society. Project proponents will make a contractual commitment to FARM to achieve quantifiable and relevant results.
  • The total value of funding from FARM’s Grant component for any one project must be between C$10,000 and C$75,000. Maximum project length is 24 months.
  • Costs including capital expenditures and recurrent costs (such as office expenses, communications, salaries and wages, etc.) and other similar costs will not be eligible for funding under projects. These same costs can form a part of the in-kind contribution of the proposing organizations.
  • A Ukrainian or Canadian organization (non-government, government and private organizations) may apply for funding but they must do so in partnership with their counterpart organization in the other country.
  • Proposing organizations must meet the following organizational criteria:
    • Possess the in-house capacity to effectively plan, implement and manage the project following a result based management approach.
    • Possess the resources to provide real and/or in-kind counterpart contributions valued at a minimum of 40% of total project costs.
    • Proposed project activity clearly fits the organizations’ mandate.
    • Both applying organizations must be open to an organizational assessment and due diligence.
