Criteria for Responsive Mechanism Projects

  1. Each proposing proponent(s) must provide evidence that the project will deliver sustainable results that contribute to achieving the overall goals and objectives of the FARM Program within a specified time frame and budget. 
  2. The goals and objectives of each project must include developing one or more of the “Three Pillars”, namely development of Institutional Capacity, Agriculture Extension and/or Civil Society. Project proponents will make a contractual commitment to FARM to achieve quantifiable and relevant results. 
  3. The total value of funding from FARM’s ReMech component for any one project must be between C$10,000 and C$75,000. Maximum project length is 24 months except in the final two years of the FARM Program when the maximum project length will be determined by the Program time that is remaining. 
  4. Costs including capital expenditures and recurrent costs (such as office expenses, study tours, communications, salaries and wages, etc.) and other similar costs will not be eligible for funding under projects. These same costs, however, can form a part of the inkind contribution of the proposing organizations. 
  5. A Ukrainian or Canadian organization (Non-Government Organization, Government Organization and Private Organization) may apply for funding but they must do so in partnership with a counterpart organization in the other country. 
  6. Proposing organizations must meet the following organizational criteria:
    • Possesses the in-house capacity to effectively plan, implement and manage the project following a results based management approach;
    • Possess the resources to provide real and/or in-kind counterpart contributions valued at a minimum of 40% of total project costs. The amount of in-kind contribution above this minimum will be up to the proposing organizations;
    • Project activity clearly fits the organizations’ mandate;
    • And both applying organizations must be open to an organizational assessment and due diligence. 
  7. Leveraging synergies with other projects is encouraged (at the technical level) but the inkind contribution of the proponents cannot be funded by outside sources (other projects, other grant funding, etc.) 
  8. Coordination with the activities of other projects and programs is encouraged; particularly those of other donor agencies, and the degree to which this is planned will form a part of the evaluation of the merit of the overall project. 
  9. Proposals must address sustainability of project activities and goals, gender equity and the environment in their proposals. Canadian Environment Assessment Act forms must be completed for each approved project. 
  10. Simultaneous funding of two separate ReMech projects with the same proponents is not allowed. Consecutive funding is possible. |
